Description

ingestPfsImage.py always return 0, even when it fails.*
That can be misleading especially when another program calls it per ~~INSTRM-1273~~

May not be necessary due to migration to Gen3.

Agreed during internal PU discussion to close this ticket, given that ~~INSTRM-1273~~ addresses the immediate problem.
