 Description   

Apply a single averaged flux calibration vector to targets in an FoV. Write a draft code for this. This is the first step before commissioning observations. After the commissioning, we use a better way to correct any FoV characteristics.

We can close this ticket. I provided the draft for this to Mineo-san. He has implemented into the second half part of flux calibration in PIPE2D-1013
