 Description

DetectorMaps are fit from centroids measured using the SdssCentroid measurement from LSST, but PSFs are centroided using regular image moments. We should switch to using SdssCentroid on the PSFs for consistency.

SdssCentroid requires a PSF, but it looks like it only uses the width from that, so we should be able to fake it out by measuring the second moments and providing a GaussianPsf.

Added new functions to centroid an image, made them available from python and switched recenterOversampledKernelImage to use them.

Changes look fine to me.
