 Description   

The updates to the raw_visit table from https://github.com/Subaru-PFS/obs_pfs/blob/f5afc9a2ce2d39dfdf8b68f36a63a634b9677050/python/lsst/obs/pfs/ingest.py#L359 slow down ingests enough to affect operations.

Since PIPE2D-710 has removed any usage of the table, can we can stop updating it?

https://github.com/lsst/obs_base/blob/master/python/lsst/obs/base/cameraMapper.py uses raw_visit to fetch the defects. When that lookup fails with a RuntimeError, detrend currently fails.

I combined this with PIPE2D-723 in the interests of time (I was working in the same space), as this is wanted for tonight's operations.
