 Description   

ncaplar in PIPE2D-521 created new PSF models (changing both the data and the interpolation algorithm). Implement these in drp_stella.

Updated to Neven's new PSF model (data+algorithm update). Added a test that I've implemented Neven's interpolation algorithm correctly.
