 Description   

The arcs should be raw, so this ticket will need to run IsrTask as part of its work.

This ticket should remove registering the master arc, but not register the pfsArm file (see PIPE2D-215). The master (high-SN) arc need never be written to disk, unless there is a reason to write it for debugging.

This should reduce each spectrum separately and then merge the line lists for the fit (so there won't be a "master (high-S/N) arc")

rhl, would you mind having a look at this, please? The changes are fairly extensive (over 1k lines), but it also includes some cleanup.

rhl, I based my work for PIPE2D-277 on this branch, so maybe it makes sense to just review PIPE2D-277 when it's ready?
