 Description   

We're not ready to model scattered light for any combination of fibers / spectra yet.
However, we can know the scattered light model in the context of the sparse dithered flat.
rhl has the code in the notebook, this needs to go in a .py file that price will transposed in a proper pipeline task.
Finally rhl will write something up for NAOJ report.
