reduceArc is failing:

pfs.drp.stella.fitDistortedDetectorMap.FittingError: No selected lines to fit

Arc lines are all being flagged because the image is NANs.
Looks like the IMAGE_2 extension of the NIR ramps file doesn't include the bias, so subtracting the bias leaves almost everything negative.

I updated the NIR raw files, and the most recent weekly went through fine.

Updated simulator to include the NIR bias level.
