NAOJ requests that we change the coordinates we use for non-sky fields (DCB, say) to be -89.99, which is physically valid, but not visible from Subaru.

Is that only set in pfs.utils.pfsDesignUtils.makePfsDesign()? I think so, unless some external scripts set it. arnaud.lefur?
