 Description   

Once the SCR MHS keyword dictionary has been defined in INSTRM-913, add the FITS card name annotations. At that point the headers at JHU and LAM will get the SCR cards.

I think the only values we want in the FITS headers are basic room temperatures and humidity-- things which you might care about data reduction. Everything else is engineering.
