 Description   

Migrate the spsAitActor commands developed at LAM and located under git here:
https://github.com/Subaru-PFS/ics_spsaitActor/tree/master/python/spsaitActor/Commands

to the Subaru framework (ie the iicActor). The migrated code should be committed to the ics_iicActor repository.

Specifically, the following command types are required at Subaru:

	
	AlignCmd.py
	CalibCmd.py
	CustomCmd.py
	DefocusCmd.py
	DitherCmd.py
	ExposeCmd.py
	TopCmd.py	

Note that the following command type specified in that git repository should not be migrated:

	SacCmd.py

This is because the SAC (Slit Alignment Collimator) is specific only to LAM.

As part of the migration, take into consideration the interaction with the opDB and possibly the GUI at Subaru.
