The reported error:
10:25:50.072684 client.pfs 16 xcu_r1 f text="ion pump controller is in LOCAL mode!"

did indeed come back from command to turn pump 2 on. Specifically, it is "The window specified is Read Only or is temporarily disabled.", but we did see it for commands sent in local mode.

Given the slightly different problem in INSTRM-74, I'm suspect we have to be gentler about commanding this thing.
