 Description   

The iicActor is the top-level PFS program at Subaru. It is the single program which requests and distributes Subaru frame IDs ("visit"s). The visit distribution has been added the spsActor by INSTRM-757. But we need to add the commands to control the SPS to the iicActor.

In the short term the only command we will need is "sps expose", basically. That's this ticket...
