As far as instrument safety goes, I think this is a simple PCM configuration issue. You can set which power ports are turned on upon PCM powerup/reset: we just need to disable that for the cooler relay board.

Following ICS+DRP/SPS telecon 2019-09-18: this will be tested at JHU on Friday 2019-09-20.
