 Description   

INSTRM-454 added kernel and C-level interrupt handlers for noting interlock and gate valve changes. In the vendor C library installing an interrupt handler creates a thread: we need to safely listen to that inside the python actor.

The new interlock board does not provide interesting output signal, but is also responsible for closing the valve for safety problems. So we can go back to a boring 5-10s status loop.
