 Description   

The gatevalve open command from INSTRM-406 checks cryostat and roughing line pressures before opening. This is sufficient to be safe, but we should also check both turbo and roughing pump status just to be complete.

Only checking pump speeds, but I think that is enough.

To open the gate valve underVacuum, both pumps must be running at the slow-to-reach full speed, which may annoy some.
