We currently put telescope information into the FITS headers. Much of that will also be propagated as MHS keywords and thus rows in archiver tables.

In any case, some consumers (e.g. yuki.moritani) want rotator and altitude information without reading FITS files. In operations the fpsActor will get this info by listening to MHS keywords, but that is inconvenient for non-ICS programs.

I think providing a prescription or routines for reading the archiver tables and getting sane timestamps (the archiver uses TAI MJD) is the right path.
