 Description   

This issue was initially filed into JIRA by 'cloomis' at 30/Jul/14 4:46 PM.

The MS-DOS-style ConfigParser files in each actor's etc/$ACTORNAME.cfg are truly
terrible, and endlessly cause trouble.

I think we should switch these to use the pure-python configuration files. If we
need better type-checking and tracking, we can add the HSC pexConfig python fil
es.

Very few people actually use these, so there should not be much disruption.
