We would like to have the `fpsActor` load cobra configuration using a `pfiDesignId`. At this point, we should probably abstract out the source, and handle loading from either `pfiDesign` files or from database tables. |

Just for recording, implementation was done at the time of 9-module test at ASRD (q2 2020). |
