The XML motor maps are read in by ics_cobraOps. We need to be able to update them/write new ones.

Craig, same as ticket 404, we probably want to add this function in ics_fpsActor. Anyway, the functions for the motor map reading and writing are then in different actors. Shouldn't we put them in a same place or as a common library?

Correction,we can add a motor map writing module in ics_cobraOps. This is the place where we should add COBRA utility. My thinking is that after generating motor maps by ics_fpsAcor, it calls this writing module to  create a XML file.

A new XML file with update motor map is generated every time when the motor roundtrip sequence is finished.
