 Description   

eric reported that Gen2 is getting some PFSC images whose data section doesn't match up with the size listed in the header. For expample, these files failed to open:

 'PFSC10504800.fits',
 'PFSC10504301.fits',
 'PFSC10505801.fits',
 'PFSC10505300.fits',
 'PFSC10500500.fits',
 'PFSC10504500.fits',
 'PFSC10505501.fits',

I suspect INSTRM-1425 is a possible reason we are receiving bad frames occasionally. Is it now the case that the process writing the file is no longer the one sending the request to transfer it?  (That or possibly INSTRM-2105 ?)

STARS transfer for PFSC frames is already disabled, so this is not a big issue at the moment.

Clearly INSTRM-1425/INSTRM-1385 is the issue. Chi-Hung and I chatted at some point about using the fancier/more complicated ics_utils fitsWriter module which PFSB are written are written with, which among other things handles exactly this issue. We need to decide whether that is necessary, or the right thing to do.
