pfsinstall checks out into some `/tmp` directory, then runs `eupsinstall`, which copies into `/software/mhs/products`. Since `/tmp` is not a PFS dir, its group is the Subaru `coll`, so the installed products are also group=coll. Switch the staging directory to a per-user directory in `/software/build/` which can be 0o2775 and group=pfs [ this is still kicking the install issue along without fixing it. ] |

Installed at Subaru. Existing files need to be fixed. |
