 Description   

The BEE controls the gatevalve directly. While it is open, the BEE needs to pay attention to the state of the vacuum line; specifically the turbo and the rough-side pressure.

I propose to have the roughActor continuously (0.25s? 0.1s?) broadcast pressure, and for the BEE to shut the gatevalve if pressure goes high or no pressure keyword is received quickly enough.

The pressure gauge on the roughing side and on the cryostat for near-atmosphere readings are being changed. The design has not been finalized, but will determine how this ticket should be handled./

The new interlock board will handle all safety logic: it will autonomously be responding to a threshold on the turbo speed (as it currently does) and also be sampling the roughing line pressure. So I will not implement the existing xcuActor routine.

Will probably add a low-priority status check, but will wait until the interlock board is implemented and tested before doing that.
