 Description   

When working on INSTRM-1941, I found the the assigned location for masked fibers are targets[isNan] = self.cc.calibModel.centers[isNan] + (0.5 + 0.5j).

Which is 700 micron to the center. We should assign a better location so that is won't move.

Revise the distance from 0.5+0.5j to (0.04 + 0.04j). So, if there is a masked file to masked all cobra arms, cobra will just finish immediately.
