 Description   

PFSA file didn't archived to STARS because DEC format is not expected. Here is a message from Tom-san, in charge of STARS.

PFSA FITS presents 13-digits of DEC= value,  and 13th char is always '0'. No other instrument uses 13th digit. 

I believe this is PFS Mistake in DEC format. This stop STARS Reg for PFSA last night.
DEC is char(12) by FITS Standard, 2 decimals, with +- at beginning

the bracket value below is 13th char, always 0 in PFSA

for  PFSA08669911 DEC= '+19:44:03.57[0]'

I trimmed dec[0:12] this morning, STARS Reg is OK for tonite.

the trim was automatic in Feb, but new DB was not automatic.
