 Description   

In INSTRM-1757 most common exposure book-keeping routines were hoisted out of ccdActor and hxActor and added to ics_utils. But some of the older calling sequences and routines were left in place (and different between the two actors), and a few changes were subsequently made to the ccdActor. Fix all these. The trigger for fixing them is from LAM, where the W_PFDSGN from DCB exposures is different between r2 and n2.

I am breaking this into two pieces, for the hx and the ccd parts. There are simply too many small changes to manage in one piece. So this ticket will cover the hx parts which are being addressed now, and I will make a new one for the ccd parts.

The hx part is functional, but the ccdActor needs to now be worked on. Will open a separate ticket.
