 Description   

In prior to move the fibers pfs is supposed to update the target position for the observing time (INSTRM-1609), taken into account proper motion, parallax and atmospheric refraction.

The current pfs_utils have the routines to calculate sky coordinates taken these into account, but it doesn't return them.

I made "updateTargetPosition.py" ( "update_target_position" routine ) to get updated (ra,dec) and (pfix, pfiy).
