Now that the pfsConfig info is always generated by the iic actor, we can switch to directly using the iic.pfsConfig keyword designId,designName,ra,dec,pa,design0,variant fields to populate the field/design FITS cards. Most of these cards do not yet exist.

We already have the beloved W_PFDSGN. I had misunderstood the meaning of the RA_CMD gen2 status, and now understand that we still need to add field/design center cards. Given the 6 letter limit, I'd like to add the geometry cards using a different format:

W_DSNRA
W_DSNDEC
W_DSNPA
W_DSNNAM

but to base the variant info on the `W_PFDSGN` key:

W_PFDSN0
W_PFDSNV

Complain quickly, please. And please not W_PFDSN[0VRDPN]
