 Description   

Add a STS alert, on ingest status for a given visit.
Given the limited length of the alert message, one will have to check directly the root chause of the failure.

Yoshida, Hiroshige We would need a new range of stsIds for drp, more alerts/warnings will certainly be added later regarding QA

Just for recording: Yoshida-san will assign once further information is known such as the number or other requests (e.g. starting with a nice rounded number).

we can start with stsId 2500 and have 100 of them ? How constrained are we ? I have no idea.

We can do this. So STS IDs 2500-2599 will be reserved for PFS DRP data sources.
