 Description   

fps generates now pfsConfig files, they are correctly ingested at the summit.
But they are not synchronized to Hilo yet, drp still generates its own from pfsDesign files.

add pfsConfig keyword to fps and a callback in drpActor should do the trick.

as part of INSTRM-1802, pfsConfig will be created in /data/raw/$DATE/pfsConfig which is readable from hilo.
there should'nt be any reason to copy the file over.
