 Description   

When a new SPS visit is started, the agActor needs to be told the new visit. Per INSTRM-1701, please call ag updateVisit newVisit=VVVVE

Yoshida, Hiroshige Do we have a keyword I can look at to check we're actually guiding ?
Otherwise, ag will be called for each new sps visit, eg in masterBiases, dotRoach ... etc

The "guideReady" keyword is set True after a guide loop is started and when the first guide command is sent to the telescope, and reset False when the guide loop is terminated. The keyword is not currently defined in the master ics_actorkeys, but we can add it.

Merged with master. I used tickets/INSTRM-1701 instead of INSTRM-1705 by mistake.
