Add a filter so that we don't get spurious detections from stray light when dome lights are on (for commissioning run). |

A temporary fix has been put in for current use; we probably want to mask the non-cobra region of the image as well. |

This is probably not a necessary feature for real operation, as it occured when the telescope is at 10 degrees elevation and the dome lights are on. However, masking the non-cobra region, and failing gracefully if there are too many spots detected are both good features for general operation.

For masking the outer region of the image, I've added the size of the active region in x and y to the centroid parameters file, and use the current boresight for the centre.
