 Description   

The drp ingest step fails when the associated pfsDesign is not available in the DRP pfsDesign directory.

The ICS uses a different directory for pfsDesign files. The drpActor ingest needs to copy/ingest the pfsDesign files from the ICS to the DRP directory before ingesting the PFSx files.
