chyan should INSTRM-1574 be closed as duplication? Also, this mask need cover not only unstable FFs, but also broken FFs, I guess.  Correct?

I think we can make this ticket as an implementation ticket for INSTRM-1574, but either way is fine to me. I guess unstable/broken/etc information can be treated with different bits.

Could you send me a list of the mask value for each fiber? I'll update the schema and add those values.

I think it's a simple fix and we can change e.g. column name easily later, so I merged the change and close this ticket.
