Description

Just before observing a pfsDesign, we will know the real telescope altitude, etc. We need a routine which finalizes the positions in a given pfsDesign. It cannot change the SHA, so cannot modify ra/dec assignments.

As mentioned in ~~INSTRM-1609~~, there is a routine, putting aside it should be modified or not.
