 Description   

It is known for a while that some fiducial fibers are not really tight enough. So that their positions are not stable on MCS images. This introduced error in coordinate transformation and it is required to implemented a method to avoid those unstable FFs.

The list of unstable FF are [1, 33, 35, 66, 73, 84, 93, 94]
