 Description   

The dot location measurement is very important for dot-roach, placing cobra correctly behind the dot. To archive this goal, we need both phi- and theta-cross designs for better constrain the dot locations.

I also uploaded the the notebook INSTRM-1502.ipynb, which is the one I used to generated the location. The designed location for theta-crossing is attached.

I generated the corresponding pfsDesign file it's under

I got script from Arnaud. So I can generate the psfDesign from my side. So we should close this ticket.
