ccd_r1 looks strange, one chip is saturated and the other is around 11000 (as before)

The problems with CCD1 are far beyond bad offsets. All four amps are railed at 64k. Lowering VBB did not change anything. There are plausible non-detector causes, but that is a matter for a different venue.

I'll lower priority and leave this open for the offsets, which is blocked on the ics_config work.

The current method of loading offsets uses image files headers, which seemed cute at the time. I'm moving them into ics_config files.
