 Description   

Add back sextractor functionality to the agcc (as is currently done in mcs) for toggling between different centroiding methods.

Actor is set up with an optional keyword. Setting it to "fast" will use the faster method,  setting it to "slow" will use the full sextractor method.  No keyword will default to "fast". 

The format of the output is the same (ie, writing to DB etc), but the definitions of the second moments are different.

Jennifer has written all the code, and will push the changes to the ticket branch shortly.

Checked with Yoshida-san regarding some changes made during the engineering run, compared with changes since commit aabe95c and removed changes which disabled the database writing, but left the updates to hosts and data paths, which have been set for use at Subaru.   Merged to master which includes changes made in 1287 and 1412.
