 Description   

The convergence quality during the September 2021 run was not as good as what had been determined previously at ASRD. Please find the cause.

This could be due to:

1. The expected cobra centers provided did not match the measured centers.
2. Some fiducial fibers were not correctly identified.

I think that we didn't propagate the relevant opdb tables to provide the target (x, y) (mm) and (theta, phi) (radians), so there's a
prerequisite (load the opdb back to the beginning of the September run), and a task (load the opdb tables) before we next run the system.

Where do we stand on this? I don't think that the problem was the centres or fiducial IDs.

The quoted comment from me more applies to INSTRM-1401, which was probably a prerequisite to this work.

The cause of poor convergence quality for PFI cobras should still be understood but requires further discussion and a new ticket(s).
