 Description   

H4 and CCD are by nature very different and hence their control.
It's up to spsActor to capture those specificities and hide them under the cover.

We need to agree on how the transitions are handled, including shutters, lamps...etc
I will provide some timing diagrams first and then propose an implementation.

This needs be tested and polished on a full simulated spectrograph.
The only missing part is the hx simulator which INSTRM-980 will provide.
