Way back when, the IERS URLs went bad and they had horrible mechanisms for overwriting, so I added an overwrite in the timecards code. A disgusting hack, but reasonable at the time. Remove that. |

Merged at c7e7250, tagged 2.2.5 Note that this will NOT work with astropy 3 at non-US sites, due to that using a .mil URL. LAM has updated to astropy 4. Subaru probably does not need to. |
