For now, "all-ticket-watchers" is put into every notification scheme in default notification scheme, and that group is set as default to new users.

removed users from 'all-ticket-watchers' except for rhl, shimono, cloomis, naoyuki.tamura, from User-management -> Groups -> Bulk edit group members. |
