 Description   

Looks like the INSTRM-1759 fix for postgresql floating point digits was not applied at Subaru. That affects the H4 detector temperature plots, which can end up looking funny, especially when the temp is set to 100K.

as pfs is not superuser, someone with sysadmin permission needs to do that at the summit, Yoshida, Hiroshige ?

archiver=> alter system set extra_float_digits TO 3;
ERROR:  must be superuser to execute ALTER SYSTEM command

just used the prescription in INSTRM-1759 and it worked fine.
