  • define project name (long), key (such as INFRA), and project lead
  • initial components

procedure

  • select "Basic software development"
  • set name, key and lead
  • set issue types to "default issue type scheme"
  • set issue type screen to "Default Issue Type Screen Scheme", delete ones created (screen scheme, issue type screen scheme)
  • set workflow to "2-D Pipeline Workflow Scheme" and delete one created (from workflow -> inactive)
  • add components
