 Description   

In plugins repository at JIRA, there (should be?) is github plugin to integrate branches to tickets etc.
We'd better to consider installing such plugins for integration between github and JIRA, to support our workflows.

Autolink and enable smart commit, enabled for github oauth link.

It was missing configuration for most of ICS repos and some other packages' ones.
It's now all configured and confirmed working w/INFRA-110 and some INSTRM tickets (e.g. INSTRM-15).
