Whenever observations are made that can see scientific targets from different observation programs, it is necessary to make sure that the total fiber hours spent on each observation program do not exceed the respective budgets. It should be possible (but optional) to specify to netflow how many fiber hours may be used for each observation program in the given set of observations, and somehow specify how individual scientific targets are linked to observation programs. |

I have outlined a potential approach on the tickets/ Currently we describe the scientific targets of an observation program by the set of target classes they belong to. This implies that scientific targets from different programs cannot fall into the same target class; so far I had considered this to be the case. If this is not how target classes are actually handled, we need to introduce an additional mechanism of identifying scientific targets with programs. |
