ASIAA requires PFI to determine which test targets can be "observed" without causing collisions. ets netflow should be modified for this purpose to digest whatever target list format ASIAA provides and to produce whatever fiber to target allocation format ASIAA requires. Presumably these could be two simple ascii files. Better would be a PFS Design file at the output. A first subsubtask will be to fix the file formats. Then we need the latest PFI geometry.
