 Description   

In DAMD-146, obCode was introduced to pfsDesign and pfsConfig as a U32 string. However, obCode can be longer than 32 characters and we would like to allow it. To realize it, I'd like to set the dtype of obCode as object.

Apparently, only pfs_utils/python/pfs/utils/pfsDesignUtils.py needs to be updated.
