As part of PIPE2D-1246, I'm adding xx, yy and xy columns to the arcLines dataset to hold the second moments measurements.

Here is the pull request for PIPE2D-1246 with the proposed changes.

This includes an additional change to arcLines to use single-precision floating point (as specified by the datamodel) instead of the double-precision floating point that has been used.

No objections to merging. I'm doing it now rather than waiting for the next meeting, so we can get the change in to support operations at Subaru.
